Less emphasis on "thoroughfare" and more emphasis on RESIDENTIAL street

Minnetonka Blvd is a RESIDENTIAL street so would like less emphasis on providing fast "highway-like" transport (Hwy 7 and 394 are extremely close by for that purpose, as well as Hwy 169 & 100 for N/S travel). Please do NOT widen for multi-lanes each direction. Dedicated right-turn-only lanes at large intersections will keep traffic flowing and make it much safer.

I especially avoid dangerous Louisiana/Minnetonka intersection where people race north on Louisiana in the RH-lane trying to beat everyone in left lane across Minnetonka Blvd, then cut off cars in left lane traffic just north of Minnetonka (where it abruptly turns into one lane).

They race thru even on red-lights so it's also very dangerous driving south on Louisiana and trying to make a LH-turn onto Minnetonka Blvd. I've had so many close calls with maniacs speeding north thru that intersection. You can't trust the green turn light; you have to actually wait until you see those north-bound cars come to a stop before proceeding to turn left in order to avoid getting t-boned! PLEASE MAKE THE NORTH-BOUND RH-LANE OF LOUISIANA BLVD AT MINNETONKA BLVD A DEDICATED RIGHT-TURN-ONLY LANE! The City of SLP refused a neighborhood petition to do this years ago - maybe Hennepin County can implement this common-sense, low-cost safety feature.

To slow traffic and make people less aggressive, please make Mntka Blvd look like what it is - a RESIDENTIAL street (where people live, eat, sleep and rest). Heavy tree-cover, wide blvds, on-street parking, protected bike lanes, etc. People/drivers in general have become so aggressive and self-serving that I feel unsafe even driving along these side streets, much less walking on sidewalks with fast-moving aggressive drivers who think they own the world. I'd never consider biking on this road unless there was a protected bike lane.

People also ignore no-passing on shoulder (bike lane?) anytime someone is making a turn off of Mntka Blvd. Instead of stopping and waiting for cars to turn, they drive around them. Can you stripe the shoulder/bike lanes to make it more visible that it's not to be used to pass stopped vehicles that are making turns?
